The  Hon. Floyd O’Brian Green, MP was appointed Minister of Agriculture, Fisheries and Mining on May 22, 2023. The Ministry was renamed Ministry of Agriculture, Fisheries and Mining, following the addition of the Mining Portfolio.

Prior to this, he served as Minister without Portfolio in the Office of the Prime Minister, and before that, Minister of State in the Ministry of Culture, Gender, Entertainment and Sport.

He is an Attorney-at-law and Member of Parliament who served as Jamaica’s youngest Minister of Agriculture. A son of St. Elizabeth, he is now serving his second term as Member of Parliament for St. Elizabeth South Western, known as Jamaica’s Bread Basket.

Floyd attended the Munro College and later studied at the University of the West Indies, where he read for a degree in History and a minor in Political Science at UWI, Mona, Jamaica. He was awarded a Bachelor of Law degree with Honours [LLB (Hons)] in 2006 from UWI, Cave Hill, Barbados and a Legal Education Certificate from the Norman Manley Law School (Jamaica), after which he began his career as an attorney-at-law.

Floyd served as president of the Student Guild at Cave Hill and went on to serve as president of the Caribbean’s first and largest young professional political organization, Generation 2000 (G2K), an affiliate of the Jamaica Labour Party.

From 2016, he has served in the Jamaican Government as the Minister of State in the Ministry of Education, Youth & Information and then was assigned Minister of State in the Ministry of Industry, Commerce, Agriculture and Fisheries in 2019.  During his years of service Floyd is credited with:

  • Tabling Jamaica’s National Youth Policy
  • Forming Jamaica Youth Advisory Council
  • Reforming Jamaica’s Child Protection Agency – Child Protection and Family Services Agency
  • Assessing the impact of Jamaica’s Creative Industry

* Lobbying for and bringing to fruition Jamaica’s first Group Life and Health Insurance for Farmers and Fisher folk

As Minister of Agriculture, Floyd crafted Jamaica’s New FACE of Food Strategy, which focused on strengthening food security, developing Agri Business, introducing Climate Smart Technologies and expanding Exports.  Floyd believes his greatest achievement is being a father.

d as Minister of State in the Ministry of National Security, where he had portfolio duties for the Department of Correctional Services, the Jamaica Combined Cadet Force, and special projects within the national security portfolio.

Pearnel Charles Jr. is an attorney-at-law qualified to practice law in Jamaica and the United States of America. Throughout his professional career, he served with distinction as a Judicial Clerk, Senior Clerk of Court, Crown Counsel at the Office of the Director of Public Prosecutions and as the Lead Counsel and Managing Attorney of The Law Offices of Pearnel P. Charles Jr.

The Minister is a former President of the Law Society and a former Guild President of the University of West Indies where he earned two honours degrees; a Bachelor of Science (double major in Biochemistry and Zoology) and a Bachelor of Laws. Additionally, he holds a Master of Laws degree from The George Washington University Law School in Washington D.C. where he was awarded the Thomas Buergenthal Scholarship for academic performance.

Pearnel Charles Jr. was born with a passion for community service and, as a youth advocate, he participates in community activities geared towards uplifting underserved communities and protecting the most vulnerable. He also continues to serve as the Chairman of the UNESCO Youth Advisory Council.
